California agencies want fingerprints captured electronically on a Live Scan system. Most places outside California can't do that, so they hand you a paper process instead. That's where people lose weeks.
Somebody else mails it off for you. You wait. It sits in a queue. Then it comes back rejected because the print quality wasn't good enough, or a box on the form was filled in wrong, and you start the whole thing over — with your licence deadline that much closer.
I skip that entirely. I own the Live Scan equipment. Your prints are captured electronically at your kitchen table, they go straight to my California partner agency as a digital file, and that agency submits them in California. Nothing gets printed onto a card. Nothing goes in the mail.
